This portal has been developed for integrated monitoring of all the departments in the district. Through this portal, every department uploads its progress related to its development works, schemes, services, and deliverables. The progress is continuously monitored at the district level by the district administration, which also provides continuous insights and inputs to departments for improving their performance.

Analysis & Design of Medical Migration portal

Medical Migration portal has been developed to facilitate the MBBS students of medical colleges across UT of Jammu and Kashmir for availing the migration facility. The students can now apply for migration through medical migration portal. The applications are forwarded to colleges for receiving NOCs and finally forwarded to Department of ARI&Trainings for final approval of the migration. After final approval the approval letter can be downloaded by the students online through this portal

Analysis & Design of Budgam Stat portal:

This portal (https://budgam.jk.gov.in/stat/) has been developed to provide departments and citizens easy access to Statistical Handbook of the district. The District Statistical Handbook is an important and regular feature of the District containing both Census and non- Census data. The publication gives insight to the policy makers about the developmental trend over a period of time which plays a pivotal role in formulation of future strategies in overall socio economic development of the district.

The publication “District Statistical Handbook” 2020-21 is the first edition in which District Good Governance indicators have been incorporated which measures the performance of the District.

Analysis & Design of COVID-19 Ex Gratia application/ management portal:

This portal (https://budgam.jk.gov.in/covid19exg/) has been developed for the legal-heir/ next-of-kin of Covid-19 deceased to enable them to apply for Ex Gratia Assistance from their door steps. The claimant need not to come to any office but can submit their claim application through this portal and upload the specified documents (mentioned therein). The Ex Gratia Assistance claim will be verified with health department records and also through field verification. Chairman DDMA (Deputy Commissioner Budgam) will then disburse Ex Gratia to the next of kin of the deceased (covid-19) persons by DBT mode.

Digital J&K Week Budgam:

“Digital J&K Week” celebrations were observed from July 25 to July 31across district Budgam. All departments participated in these week-long celebrations where they showcased the services provided by their respective departments.

Analysis & Design of RozgarApp Budgam:

A large number of Centrally Sponsored Scheme (CSS) , schemes of the UT are being implemented throughout the country to help citizens improve their socioeconomic status. It includes self employment schemes including schemes under Mission Youth for educated jobless youth.

The District Administration Budgam has launched RozgarApp Budgam, a mobile app/ web portal that gives awareness about schemes being implemented by various sectors/ departments.

This digital initiative has been taken to enhance the awareness about the schemes among the masses so that they are able to take maximum benefit. This application has information like the name of the scheme, scope and incentives, eligibility, whom to contact, etc. I hope it will be useful to whole population, particularly the educated youth.

Analysis & Design of Panchayat Registration Information System:

Pursuant to the J&K Administrative Council Decision regarding execution of public works & finance department’s orders the participation in the tendering process of works up to an amount of Rupees 3 Lacs shall be restricted to the residents of concerned panchayat, a simple system of registration has been introduced and is being implemented in district Budgam. As a digital initiative a portal (https://budgam.jk.gov.in/pris/) has been created for verification and managing the registration cards and is being widely used by departments, workers and citizens.

Analysis & Design of Meri Aawaaz, the water bodies Grievance redress portal:

Meri Aawaaz Budgam (https://budgam.jk.gov.in/meri-aawaaz/), the online water bodies Grievance redress/ developmental portal of district Budgam has been developed for protection and restoration/ rejuvenation of water bodies. This portal has been created to provide convenience to citizens by allowing them to lodge grievances/ status related to water bodies in the district through their mobile phones, computers/ laptops, public internet cafe etc.

This web application has been developed for managing Imprest money-related activities in NIC JK. This web app will be providing features for managing Imprest money in all the districts of Jammu and Kashmir and also the UT unit. This web application has been developed in-house by NIC Budgam

Analysis & Design of COVID Care Budgam portal:

The second wave of covid-19 is more dangerous than the first one and more persons are infected. Mortality rate is also on higher side. During such times a different approach for patient care needed to be initiated. As such “COVID CARE BUDGAM” (http://covidcarebudgam.in/) a digital initiative has been taken by District Administration Budgam for treatment and management of COVID-19 patients in the district. Interestingly, may people not having their own convenience, with public transport restrictions and almost no friendly support can upload/ call up for covid-19 related help.

Analysis & Design of Online marriage permission system during covid-19:

Online Permissions Budgam (https://budgam.jk.gov.in/pms/), has been developed for convenience of public in obtaining the marriage permissions in COVID times. Through this system the general public of district Budgam can directly obtain permissions for marriage functions through online mode. For availing permission details need to be uploaded online with required documents. After proper verification and approval, the permission will be sent to applicant through email. Do’s and Donot’s during functions/ containment is also available on the website.

Analysis & Design of e-Commerce portal for Craft Tourism Village Kanihama:

This is an initiative by District Administration Budgam for promotion of Craft Tourism village Kanihama. Kanihama is famous for exquisite “Kani Shawls”. This portal has resulted in stimulation of craftsmen of Kanihama. With the help of this portal they are now able to sell their shawls throughout the country. There is both Web version as well as Android App for this initiative.

Analysis & Design of TMIS (Transport Management Information System):

This app has been developed to register all the passengers who are travelling to the UT of J&K through Srinagar Airport (screening of in-bound passengers). Passenger de-boarding at Srinagar International Airport are registered using a mobile app. The travel details/ documents are captured. Each passenger is allotted a unique system generated ID. After registration passengers coming from outside the UT are tested for COVID-19 and sent to quarantine till the covid-19 test result is received. It is also helpful for:

Analysis & Design of COVID 19 e-Pass:

As a proactive measure for COVID19 containment in district Budgam, certain areas have been declared as red zones and in order to allow restricted movement out of these zones particularly for attending to medical emergencies, we launched e-Pass service in the district for persons residing within these red zone areas. This service will benefit emergency movement of public of red zone areas who are otherwise not allowed to move out of containment zones as per prescribed guidelines. Now after the launch of this e-Pass facility, any person in a situation of emergency residing in the pre-defined red /containment zones can now apply online by going to the web site https://budgam.jk.gov.in/pms and clicking on the link e-Pass service. This portal also helps in giving movement passes to employees.

Analysis & Design of CDF Management Information System:

The initiative taken at district level is first and only in the state of J&K towards CDF (Constituency Development Fund) management and the related developments. The objective of the software is to cover G2G and G2C delivery initially. Subsequently G2B delivery is also planned.

The software simultaneously aims to simplify the manual process of filing and processing and thereafter tracking the records regarding Constituency Development Fund of the Hon’ble MLA’s and MLC’s and the development done out of it. It has a real time tracking of status of works & funds allotted/ utilized. Therefore, G2E delivery towards one sector of employees (Planning, Development and Monitoring Department) has taken place.

Designed, developed and update of official website of District Administration:

The official website of District Administration (https://budgam.nic.in) is the Digital Gateway to the Services and Information. Being updated regularly, it has link to all above services/ schemes/ projects. It has detailed information about the district and the departments. It also has the order copies issued by District Development Commissioner. It also displays the Tweets and Facebook updates of the district posted by information department. Helpline and Feedback is also available.

Implementation of eOffice in District Budgam

eOffice has been implemented in district Budgam is implementing the eOffice to ensure no physical movement of files are required. eOffice is Mission Mode Project (MMP) under the National eGovernance Programme of the GovernmentThe product is developed by National Informatics Centre (NIC) and aims to usher in more efficient, effective and transparent intergovernment and intragovernment transactions and processes. This will promote innovation by releasing staff energy and time from unproductive procedures and transform the government work culture and ethics.

Implementation of Revenue e-Services:

Developed at NIC district centre Jammu, following revenue eServices have been replicated (configured and implemented) through “Service Plus Platform” (https://serviceonline.gov.in/jammu/) in District Budgam:

* Character Certificate

* Marriage Certificate by Registrar of Marriages

* Income Certificate by Tehsildar

* Legal Heir Certificate by Tehsildar

Establishment and functioning of Video Conferencing system:

A high definition Video Conferencing System established and is regularly hosting VCs of all sectoral departments. A total of 394 dedicated VCs of 430 hours conducted in 2021. This is beyond the support on other Desktop and other link based VCs. https://bharatvc.nic.in/

Establishment and functioning of LAN for District Administration:

A high speed internet network established for District Administration. This network has about 100 nodes and all of them run on with 100 Mbps primary and 34 Mbps secondary (standby) leased line backed CAT 5/6 Ethernet connections. This NICNET support is provided to district police, treasuries and fund offices as well.

Implementation of iRAD in district Budgam

The Integrated Road Accident Database (iRAD) Project is an initiative of the Ministry of Road Transport and Highways (MoRTH), Government of India and is funded by World Bank, with objective to improve road safety in the country. To achieve this, establishment of an accurate and uniform road accident data collection mechanism from all over India is required. For this purpose iRAD mobile & web application is developed. This is followed by training & handholding support to stakeholder departmental users through state / district Roll Out Managers & Master trainers.The iRAD App is LIVE in 34 States/UTs and Users can enter the LIVE Accident Data using iRAD Mobile/Web App, Test Users can use the Demo App with their existing credentials.

Support provided for Coordination and smooth functioning of the facilitation center at Srinagar International Airport, Management & Establishment  of 40  Bedded Facilities for facilitating the yatris of Shri Amarnath Ji Annual Yatra 2022, Installing/establishing different stalls from different departments in the facilitation center, Installation and supervising the EKYC Counters for providing yatris with RFID card
